Best of all these government-issued tax lien certificates are "fort-knox" safe.
They are safe in multiple ways. They are safe because the rise and fall of
interest rates has no effect on tax lien certificates. Interest rates on tax
lien certificates are mandated by law.
In Arizona it's fixed at an annualized rate of 16%. Specifically, "...all taxes
bear interest from the time of delinquency at the rate of sixteen per cent per
year simple until paid. A fraction of a month is counted as a whole month. B.
Interest shall not be collected: 1. If the delinquency is the result of an error
by the county assessor or county treasurer. 2. If the full year tax for the year
is paid on or before December 31 of the tax year. (Sec. 42-18053)."
In the state of Florida it's 18%. More specifically, "Real estate property taxes
shall bear interest at the rate of 18 percent per annum from the date of
delinquency until a tax lien certificate is sold (Sec. 197.172)."
In addition to law mandated interest rates, tax lien certificates are secured by
real estate. In the event the delinquent tax payer fails to pay the delinquent
taxes and interest owed, the investor can seek the property as collateral.

In the state of Georgia, which sells a Tax Deed Redeemable, it's 20%. More
specifically, "The amount required to be paid for redemption of property from
any sale for taxes as provided in this chapter, or the redemption price, shall
with respect to any sale made after July 1, 2002, be the amount paid for the
property at the tax sale, as shown by the recitals in the tax deed, plus any
taxes paid on the property by the purchaser after the sale for taxes, plus any
special assessments on the property, plus a premium of 20 percent of the amount
for the first year or fraction of a year which has elapsed between the date of
the sale and the date on which the redemption payment is made and 10 percent for
each year or fraction of a year thereafter (Sec 48-4-42)."
You can get tax liens in almost any amount, ranging from $6 at the low end to
several million at the high end. The best part is that these rates are fixed to
stay high, regardless of what happens in the stock market, real estate prices,
or interest rates.
Two things can happen when you buy a tax lien certificate, either you get high
interest rate returns or you get the real estate for pennies on the dollar as
payment for the nonpayment of taxes and interest.
The whole process begins when property owners let the real estate property taxes
go unpaid. To get their money quickly the county sells the Tax Certificate Lien
on a property that has delinquent taxes to an Investor. When the Real Estate
Property Owner pays the taxes owed (Including Interest & Penalties) to the
County or Taxing District, the Investor is notified to return the certificate.
When the county or taxing district receives the Tax Lien Certificate, the
Investor is paid the amount of the certificate, plus interest, meanwhile the
county or taxing district has had the money it needed to run the government.
Tax Deeds Could Be Your Secret Wealth Creation Vehicle -Allowing You To Purchase
Real Estate for A Fraction of its True Market Value!
The tax deed procedure begins when real estate property owners let the taxes on
their real estate go unpaid. After numerous warnings, notifications and public
advertisement of the impending sale, the county auctions the property to the
winning bidder (state laws differ).
Not all tax deed state's administer tax deed auctions the same, in fact, there
are two possible tax deed scenarios.
Scenario 1: The county auctions the deed to the property, the sale of the
property is final and the winning bidder receives a Treasurer's Deed or similar
Deed to the real estate property.
Scenario 2: The county auctions the Deed to the property to the winning bidder,
the Deed is encumbered or restricted by a "Right of Redemption" or "Waiting
Period" meaning the property owner can pay the delinquent tax and penalty and
still maintain ownership. Penalties can be as high as 20% in Georgia and 25%
every 6 months in the state of Texas.
After the redemption or "Waiting Period" has passed, i.e. 12 months in Georgia
and 180 days in Texas, the winning bidder Forecloses out the "Right of
Redemption" and becomes the new owner of the real estate.

The property owner pays the delinquent taxes and penalties within the statute
mandated "Redemption Period" and maintains ownership of the real estate.
At tax deed auctions, the county sells the property to the winning bidder.
Typically, the opening bid at a tax deed sale is just the back taxes and
administrative fees which is a fraction of it's true market value. And in many
cases it's FREE and CLEAR of all junior liens and mortgages. It's not too
uncommon to pick up the real estate for 10%, 20%, 50% up to 95% below market
value.
You may be asking yourself, "Where do I start, and how can I get involved?"
First things first, you need to identify what your investment goals are. A word
of advice, be realistic, build confidence, and then set larger goals. Using my

It is through honest evaluation and the setting of realistic goals with respect
to the time and money you can dedicate to this investment, that you will be
better able to identify the type of tax lien certificates you should purchase.
For example, if you have identified that you are only able/willing to invest
$200 per month then as you are browsing the list's of tax lien certificates
available for purchase you will eliminate any and all tax lien certificates that
are more than your available investment capital. Likewise, if your target rate
of return is 16% or greater you can eliminate the states with interest rates
less than the desired rate of return.
Select The Right State and Taxing District and You Could Uncover a Goldmine -
Select the Wrong one and you Might As Well Declare War on Yourself!
When you joined my newsletter I agreed to send you a state-by-state spreadsheet
detailing the interest rates, redemption periods and number of counties in each
and every state. The spreadsheet is extremely helpful when trying to select the
right state to begin with.
Now it's time to contact the various counties. Don't limit yourself to
contacting just one county, rather I would recommend that you contact 5-15
counties within the chosen state.
When you call, you will need to ask to speak with the person in charge of
collecting delinquent real estate taxes. Generally speaking, that person is the
county treasurer or tax collector. Over the years, I have discovered that most
county officials are not tax lien certificate investors. Why? Because it is a
conflict of interest and would pose an unfair advantage to the rest of the
public.
In addition, I have discovered that county officials are overworked and usually
underpaid. Therefore, when you call they may not want to spend a lot of time
answering your questions. Furthermore, county officials are limited on the
answers they are allowed to give as they don't want to get themselves into a
legal situation.
Your next step is to prepare for the delinquent property tax sale.
Once the designated time has passed, the local taxing district will generate a
list of liens to be offered at the upcoming tax sale. This list will contain all
the properties for which outstanding property taxes are due. Generally speaking,
most taxing districts and counties will hold the tax sale once a year, while
others may hold it several times allowing investors to attend multiple tax sale
auctions.
A Fortune Is Waiting to Be Discovered -It's Tucked Away in The Legal Section of
Your Local Newspaper!
To ensure proper and timely notice, the taxing district must advertise a "Notice
of Sale" in a newspaper of general circulation. In some states the tax collector
is required by state law to send written notice of the upcoming tax sale by
certified mail to the delinquent tax payers and interested parties. In most
cases, the notice will appear in the newspaper for two or three consecutive
weeks prior to the tax sale.
This period of notice is designed to allow delinquent tax payers adequate time
to make payment of delinquent property taxes, fees, and interest charges.
Practically speaking, the list published in the newspaper is not the one you are
looking for, since many of the tax liens have been released as tax payers have
stepped forward at the last minute to pay their property taxes. It would be a
good idea to contact the local tax collector and get an updated list of tax
liens to be offered at the upcoming tax sale.
In larger counties like Los Angeles California you may be required to pay a
shipping and handling fee as the list can be as large as a phone book. In most
cases the list is free and can even be downloaded from the county website.
Before attending the auction, you will want to reduce your investment risk
through diligent research. You will want to narrow the list of liens to the
one's meeting your financial goals and guidelines. Watch out for liens/parcels
going through bankruptcy, are encumbered with IRS tax liens and other dangerous
issues unmentioned here but covered in my book "Guaranteed Returns, Real Estate
For Pennies on the Dollar" ($19.99 retail).
Prior to bidding, all bidders MUST provide the Treasurer or Tax Collector's
Office with a completed W-9 and Bidder Information Form. These forms may be
obtained from the tax collector or treasurer's office. After you have completed
and turned in the required paperwork you will be issued a bidder's number. It
may be written on a small sign, paper plate or just a plane old piece of paper.
As you enter the room, you will notice other investors, county officials and of
course, the auctioneer. The auction begins with an announcement of the impending
sale, review of laws and update of the list of liens to be offered at the sale.
Many of the parcels are removed from the list because the delinquent taxes have
been paid at the last minute.
The auctioneer will read the parcel number's, legal description's, and the
amount of delinquent taxes owed. At this point the bidding will commence.
Although there are major differences from one state to another, the bidding
procedures can be classified into one of several bidding systems, which is
discussed in my book "Guaranteed Returns, Real Estate for Pennies on the Dollar"
($19.99 retail)
The property or tax lien certificate is struck off to the winning bidder. At
this point, the auctioneer will proceed to the next parcel on the list of liens
until all liens are announced.
Typically payment for the tax lien certificate or tax deed must be received
within 24-72 hours or within as little as 60 minutes. In most cases the tax
collector or treasurer will only accept certified funds.
What next, well after full and timely payment for the tax lien certificate has
been made, all you can do is wait, wait, and wait until the redemption period
passes.
As the owner of a tax lien certificate you can expect one of two potential out
comes, if the delinquent tax payer steps forward and pays the tax bill within
the statute mandated redemption period they will have to pay what you paid to
aquire the tax lien certificate plus pay a penalty charge or interest fee. Once
full payment is received you will be contacted by the taxing district and
ordered to return the tax lien certificate in exchange for a check in the amount
you paid to purchase the tax lien certificate plus interest or penalties.
If the delinquent tax payer neglects to pay their outstanding tax bill and
interest within the statute mandated redemption period, as the owner of the tax
lien certificate you can foreclose the subject's right to redeem, wiping out all
junior liens (i.e. mortgages), and proceeding with ownership of the subject
property. Since property taxes only represent a small fraction of the properties
true market value this represents the potential for a massive profit to you.
Bottomline? You will either get what you paid to purchase the tax lien
certificate plus interest or receive the real estate Free and Clear of all
junior liens through foreclosure.
As you know there are two ways to reach your financial goals, the long, painful
and costly or the short, easy, and intelligent. Applied knowledge is power, take
what you've learned and apply it, otherwise it all has been wasted.
